I tried Googling and Binging and got nothing notable. Anagram finders will not work, because there are not enough vowels. The ones I saw did not have a QR, IIRC, but I may have just missed it.

They're in the bottom right corner of the signs and very small. I really have no idea who they think will be able to scan the QR code. Maybe if they would put them near a sidewalk someone could

Right. A tiny QR code on a sign posted in the center median of a busy road is such a brilliant idea. Apparently I'm supposed to either stop smack in the middle of traffic to get out and scan it, or go park my car and play a game of ******* to get to the sign.
