How about instead of tolls charged per car, they charge you $.50 cents per letter for every text or email sent/received while driving?
I'd think we'd then just be limiting reckless behavior to those who can afford to be reckless, not sure I like that one.
I'm waiting for the day when mobile technology (and societal considerations) facilitate mandatory disabling of all communication devices while the car is moving.

That would suck for the people riding in the car. Plenty of other distractions in cars too.
As far as on topic stuff, one of the main issues with doing a separated pair of lanes in the middle of the road is that all the bridges over the road have support columns there.

I know, it would suck for those riding in the car, as well as for those who miss an emergency call, etc. while driving. There are tradeoffs to creating safe environments and sometimes the innocent are inconvenienced or even unjustly penalized. DWI laws are a similar situation though, there are a lot of people who are not impaired at the current legal blood alcohol threshold, and a lot of people have paid very harsh penalties for having very small amounts of alcohol with dinner. However, the limits were placed where they were as part of the philosophy that if one life can be saved at the inconvenience of many then they are worthwhile.

How do you tell if the person using the mobile device is a passenger in the car or the driver? I'm pretty sure I want my son to be able to use any device that distracts him during a 12hr car ride .

Yep, see prior posts about trade-offs, although from a tech standpoint the distance from steering wheel to device could probably be detected to determine which to disable so as not to affect passengers. Do they make something like a Romney-endorsed kennel type of apparatus for kids to go on the roof of the car? That's one solution to making sure kids don't distract the driver on long trips, he says the dog loved it
In the past 2-3 weeks, there has frequently been an accident on I-540 Westbound during morning rush hour, creating a huge backup. This has always been around the Creedmoor Rd exit. People really need to slow it down when a road has so much traffic, when will they understand?
Assuming the accident was caused by speeding and not idiot drivers simply not paying attention.
