While this has all been discussed at great length previously in this forum I'd like to add a basic piece of advice. Don't over-analyze the school system situation. We moved from a North Shore (Long Island) community with one of the "best" school districts and have been very happy with what we've found. We too went insane trying to investigate and analyze the Wake County school system and have dealt with a few bumps in the road thus far and still like what we've found.
As for your special needs child there is a child in my second-graders class who is autistic. My wife volunteers at the school and is around the class regularly and has been impressed with the support the child receives. Based on our experiences on Long Island with a close friend who also has an autistic child she considers it roughly equal.
There are those who participate in these forums who will point you in the direction of detailed statistical analysis or send links to articles about the explosive growth and how children are being taught in closets and trailers and the class size is way too big. The truth is the class sizes are comparable to where we came from, the temporary class room structures are quite nice (they're not uninsulated tin boxes with candles but rather full sized class rooms with windows and all the trappings of a typical class setting) and the threat of change is not a daily thing. My youngest had his class switched in the second week of school due to a late surge in new students and they made sure he was grouped with the one friend he'd made and he was fine.
The school system is run differently and they're constantly working to address the influx of new students but it offers a quality education, plain and simple.
