I don't belong to either, but I believe the YMCA has an indoor pool and the JCC's is outdoors. Not sure if that matters, but it might limit swimming to warmer months at the JCC and not the Y.
The pool at the jcc is nice, but i have been turned off by the number of rules, and the fact that adult swim is called every hour, which is fine, but seems cruel to extend it to the kiddie pool.
I think we'll try the Y this year. You get more in the way of options...probably the same in the way of rules.
