State laws used to prohibit guns in many places until recently - criminals didn't need to check for signs in the windows to know there were no guns.
Why has the risk of crime increased due to the use of establishment-by-establishment signs rather than the application of broad rules applicable to most public establishments?
I'm not debating guns - just the OPs point that signs increase risk.
