Our family is looking for a smaller town with access to jobs in Raleigh, and suggestions on either place for raising a family.

It is almost impossible to get hired from out of State.

It can be.....but unless you have a large cushion saved up....don't try it. Things are not cheap here (though affordable) and jobs are not hanging off light poles.

Those two towns are very different....so it's really not an either or sort of situation anyway.

They're both suburban, low crime, and generally desirable. The choice would be down to personal preference, desired commuting distance (which is a big unknown for you at the moment), and available housing. Both are part of the same county-wide school system.

Also, they're towns. Have you ever visited?

Well that is the input. You are not going to do well in either city without job.

What is your budget? What do you envision you will be doing in downtown? What happens if you find a job in RTP? Guess you have kid.....Ages? Hobbies? Housing needs? Medical needs?

You can't just compare Wake Forest and Holly Springs without knowing at least some specifics of what you are looking for...smaller town (and honestly not sure how much that really implies in this case) doesn't cut it.

to answer your questions, without any judgment as to if you have a job, need a job or care about a job...

Holly Springs and Wake Forest are similar and yet different. Both are great places. Both have plenty of newer neighborhoods, with somewhat of a small town feel.

Holly Springs is an extension of Cary and Wake Forest is an extension of North Raleigh.

It may come down to budget and the type of home you are looking for.

I know this is somewhat vague but once you arrive and see for yourself, it will become VERY CLEAR to you in a short time.
