Being a specialized position makes it much less likely you'd be subjected to the winds of political change.
BUT check to find out if the position is protected by the State Personnel Act. If the position is EPA -- exempt from the SPA you basically serve at the pleasure of your supervisor and the Secretary.
IMO the real thing to consider is the cost of the benefits, as JNR417303 pointed out. Where I moved from, all health/dental benefits were included and my employer paid my pension % every paycheck. Paying out that % here and about 700/month for insurance with a high copays and deductibles cancels out a lot of other saved expenses.
And I would certainly be worried about job security.

I seem to remember reading that starting last year or so, ALL employees were considered EPA for the first TWO YEARS. I've heard of 90-day "probation" periods, but two years? I am hoping I misinterpreted this, but it would be par for the course of the way McCrory's administration treats state employees--and then scratches their heads wondering why they can't recruit good people.
To OP, have you been offered this job already, or just thinking of applying? I actually applied to several Soc/Res Specialist kinds of jobs with Commerce over the years and despite the fact that that's exactly the kind of thing I was doing in another agency, I never got a call. I think many of their job listings are phantom ones. The one time I actually got an interview, it was a really boring job in charge of grant applications. However, that was an older administration.
If you do interview or have, be sure to ask about the security of the position, how long the previous person(s) who held it were there, etc--clues for what the turnover and working conditions are like.
If you have a stable job in DC that you like, I'd stick with that.

I had forgotten about that. I think you are correct. I seem to remember some other rather draconian ideas floated at the Legislature that were thankfully later dropped.
I had to laugh -- in a sad way -- after McCrory drove the teachers away and killed the pipeline of new ones, he said the other day there was a shortage of teachers and it was the schools' fault since they were too slow and bureaucratic in hiring new ones.
Enrollment at NC State in The College of Education is down 50%.
The shortage of classroom teachers in NC is only going to get worse. And I don't think throwing another $3,000 to the starting salary is going to make a dent
I guess my biggest worry is being hired and then being let go because of political reasons. My agency in DC is pretty stable and I have great job security.
I don't think you have much to worry about in regard to being let go for political reasons, at least as I define political (ie, change of administration, new governor, etc.) I think the only real danger is being let go due to budget cuts, and I really don't have any sense of that, nor frankly does anyone, imo. I would assume that as the economy continues to improve and state revenues increase, budget cuts become less likely, but with our current general assembly, who knows?
