I live in a neighborhood with many Indian families. I was gone for 10 days and pulled into my driveway tonight while an Indian neighbor was walking by. She was asking me something and trying to hand me a $5 bill. I (hope) I politely declined she then offered the bill to my daughter. Being from the midwest it seems strange. Obviously there was a miscommunication, what is the best way to respond? Also, what would be the best way to start learning the same language so I can just ask in the future?

It might be part of a "pay it forward" campaign, started locally by a school kid I think. The idea is to give someone something, then that person continues the chain. In this case probably the person was just mimicking others but did not really understand that it is unusual and might confuse the recipient.

Maybe she needed change or a ride to the store? Lol
Or even better it was a neighborhood collection for you to take another trip out of town. Definitely update if the secret is ever revealed. Maybe some Indian holiday custom?

There is no Indian custom where you randomly hand strangers money.

Maybe she found it on your property and was trying to return it.

This doesn't sound Indian at all. What did she ask you?

No such Indian custom. If you were Indian, there could be something that I can suggest the money is for (no it isn't for weed). Not if you aren't Indian.

...and the ladies are the ones handing out money? The more of this world I see and experience, the more I'm convinced that other cultures have some really good ideas.
