We live in an apartment in Cary at the moment and last year the nearby neighborhood was not all that Halloween friendly. Only 1 out of 10 houses gave out candy.

What neighborhoods are the most Halloween friendly for trick or treating families? Looking for something with lots of kids and safe roads. Any suggestions would be greatly appreciated.

Pick a new construction nearby neighborhood which would typically have lots of young children in most houses (and thus participate in Halloween). My old neighborhood in West Cary was over the top in regards to Halloween. Also, more densely packed in ones equals more candy in less time as the walking between houses is minimized.
