Emerald Isle/Atlantic beach would be my picks. We did that multiple years in a row when our kids were that young and it was fantastic. Not too crowded either. If the weather turns bad you can visit the best aquarium on the coast. Plus there is Fort Macon, the Beaufort Maritime Museum, Oceanana Pier (Many fishermen showed the kids the fish they caught that evening. Turned out to be a learning experience for the kids we did not anticipate.) ... lot's to do along the Crystal Coast with a family that age. As they get older you can take a boat out to Cape Lookout Light house and Shackleford Banks to hang out on the beach with the wild horses for the day. Can't beat the Crystal coast area.
