This is probably reasonably explained by all that heavy rain we had recently, but does anyone have the legalese / knowledge that explains why the past couple of months show almost zero dollars in water usage? No change in behavior, single family home, no vacations, etc.

I had that happen and it turned out my water meter quit working. The city then charged me an average of what I use per month for the months that it was messed up.

If I were you, I'd call the city and find out whats going on. Something like the situation described by Gard is probably the culprit.

I'd check your meter. The city doesn't change the price you pay for water based on the recent rainfall. It sounds like a meter problem.

And here I've been thinking that my water/sewer bill seems unrealistically high (always $80 or more per month). Silly me!

I agree, sounds like a broken meter. I would contact them right away because they are going to get their money and the longer you wait, the bigger the bill is going to be.

And to clarify, it wasn't literally "almost zero" - our monthly water usage is usually $30-40 and last month was 20 something and this month 6.xx...
