I wouldn't celebrate until Quebec City gets it's own franchise. That brand new empty arena up there is going to be like that carrot dangling out there and will be used as a possible relocation site for years to come until they either get an expansion or relocated team.

I think the league is making a mistake in expanding. The talent pool is already diluted as it is, as evidenced by the fact that the bottom teams in the league have rosters of players that struggle to get minor league contracts once their team releases them. It does at least give players like this a second chance should the new expansion team(s) show interest.

As long as the Hurricanes are trending up and putting a better product on the ice, we should be in good shape. The fans will come back if the team is at least competitive, and everything else will take care of itself.

Dilution is a valid concern. In the 1970s-80s, expansion was more than offset by importing talent from Europe. Now the challenge is to develop a flow of talent from U.S. states that are not "traditional hockey markets".

Meanwhile the KHL has drained off some talent from the pool. At present, if you look at the bottom-10 teams in the NHL, their 4th lines and 3rd D pairings, sometimes even their 3rd lines, are AHL talent being paid NHL minimums. The cap system is also a factor in this, though.

One way to address dilution would be to play the game with four skaters, but the NHLPA ain't gonna accept that.
