How expensive is it to replace a HVAC and a gas water heater?

water heater will run you 5-600 installed.
HVAC depends on what you need...gas furnace? heat pump? you may need to change your air handler as well due to the mandatory 13 SEER rating a/c's must now have. They have to mate with the air handler...you would basically be looking at 3-4k to ballpark it.

just a sidenote...the gas and electric companies used to (maybe they still do) finance new HVAC units at very low interest rates and just put it on your bill.
