But there are no signs! That means it should be safe. Also, I'm not moving my car unless Crabtree calls every store to say that they should inform their customers that it might flood

That's not good enough. They should go to every customer, and harass them until they go and move their cars.

I wouldn't park on the upper ones either as you'll be stuck until the flooding recedes...best bet is to avoid the mall like the plague!
