Cary, IMHO, has one of the best traffic management systems in the whole Triangle. Nice, wide, multi-lane roads to drive on, decent speed limits (with the exception of maybe south Maynard), traffic lights sync well, police that actually ENFORCE the traffic laws, seriously, Cary is a breeze to drive in. If you want an example on not how to do traffic management right, try driving around Morrisville or Apex.
I also feel like ToC does a good job w traffic enforcement. Speed traps exist but are reasonably rare. IE it doesn't feel like the town is out to get you. Even better in Durham (except on 85).
School zones should carry a heavier fine, agree, 250 is too light. I would never advocate against removing the "pay to play" element though regardless of the type of moving violation, because that's simply the only reasonable (from a time perspective) avenue the people have to fight govt corruption w traffic enforcement, honestly. Having said that I'm a huge proponent of raising speed limits, of reducing/eliminating speed traps, of the right to defend yourself with radar/laser protection etc....but in school zones there should be zero flexibility when that light is flashing. 25 means 25. It's like a block, deal with it, because it's the right thing to do. No ulterior motives from the municipalities, typically not a revenue thing, it's about kids safety, and 25 means 25. Weve all seen kids dart out before. Most rules are meant to be bent or broken, not this one, IMO.
