Wake Co has to do what they think is best for the county as a whole. You can't even attempt to please 1M+ individual people. It's one of the downfalls of this area, but speaking as someone without kids yet in the school system, it seems like they do a pretty solid job given what they have to deal with.

I do think it stinks when they move people from traditional to YR and vice versa. Unfortunately if you "need"one or the other that's not the districts problem - as ited you cannot please all the people all the time.
