It looked as if that was Greenville, SC. The BMW plant would be one possibility among many others. People are probably moving on mainly due to job loss, disillusionment with the hype, better/more interesting places elsewhere.

Yes, Greenville SC is a booming place, with auto plants as well as being about halfway between Charlotte and Atlanta. Those who are determined to move to an "up and coming place" without all of the congestion problems we're seeing here might look into Greenville, which is in many ways about the way the Triangle was a few decades ago.
