I've had problems with noisy neighbors, and like some of the stories above, was concerned that a discourteous neighbor might retaliate. In that case, what you do has to be anonymous.

Has anyone tried using a dog whistle?
Regularly, or connect to a can-o-air or air-horn (replacing the horn) so the whistle goes super-loud as a negative-training step.

Super loud negative training probably will just irritate the dog more. It wouldn't work on the killer chihuahua next door, I'm sure of it (I tried compressed air, which only worked on my own dog)

Once I was able to turn the situation around by befriending the dog, but in OP's case it's different and it doesn't always work.

I was happy to discover today that killer chihuahua and his family may have moved.
