That is a problem with a human, not a dog. (Same kind of crap with parents too.)

I good restaurant would have asked the lady politely to control her dog, as it is bothering other guests. If she did not comply, they might ask her to leave.

Kids or dogs (I have both); if they can't behave, they should be left at home.

Not singling you out RZ, just that it's a perfect example of why we should not punish everyone for the bad behavior of a few. I believe the rest of your post, which I did not quote, supports that as well, so thanks!

Oh, I didn't blame the dog. The owner got some side eye, though.

I do that to parents who ignore their unruly offspring, too.
