So I always thought it was kind of weird that at the east end of Cary Towne Blvd (the I-40 interchange), the road turns into Western Blvd for 0.5 miles, and then does a sharp right to turn into a neighborhood road. Does anyone know if they're ever planning to extend the road to meet the rest of Western Blvd? Here's a pic for those who don't know.

I have noticed the same. Western Bouleverd's western terminus is presently at Hillsborough Street. I do not know if the connection is a long-term project, or is something met with local community resistance.

The City of Raleigh has the connection in their transportation plan. Not sure of timing though. Given the potential developments near and at the mall it would be a nice connection for sure.

Would the planned connection be four lanes?

According to this page, yes. 4 lanes with a median. Street Plan Viewer

Are improvements planned for Interstate 40 exit 291?

The Hillsborough Street/East Chatham Street corridor is not four lanes yet.

291 could get real busy.

And the City has already acquired some of the proposed right of way.

Yep, getting across Bashford is a tricky spot and will require demolishing some stuff. And of course reworking the jumble at Hillsborough/Western/Jones Franklin/Buck Jones. I don't love their proposal there, which would see people coming from Cary on the what is supposed to be the new Western to make a jog onto Jones Franklin in order to stay on Western, reusing the current Buck Jones/Jones Franklin intersection. But it's cheaper than completely redoing everything.

Agreed about the proposed 'jog'. Here is my doodle of an alternate idea that sticks with the straight-through route from the original 1970s plan.

Other things that I would change from the official plan:
1. Connect Pylon Drive through to Hillsborough Street towards Cary. Official plans call for stopping the Pylon Drive extension where Etta Burke Ct meets Hillsborough Street.
2. Punch Edwards Mill Road all the way through to Buck Jones Road.
