As for annexation, the NC General Assembly basically put an end to forced annexation five years ago. Voluntary annexation is still possible, but as the name implies it requires consent of every owner of the parcels in question. A developer of a new subdivision can do this if it owns the entire property, but there's very little chance that 100% of a group of existing homeowners would opt for annexation.

Agreed. There is zero benefit. The city provided services cost more than paying a private company and that does not include the fact that it nearly doubles your property taxes which could be substantial and that does not include the cost of paying the hookup fees the city would charge.

There are isolated cases where a neighborhood might want annexation. An example is a community water system that is performing poorly.

My subdivision straddles the city line... some are in Raleigh, some are in Wake County. Home buyers have a choice as to which side of the line to live on. Homes on both sides of the line sell rapidly.
