What you cannot do: pass on the right when someone ahead of you on a two-lane road is stopped awaiting a chance to make a left turn. Well, all of us have had to do that.

I think the laws are fairly consistent. In most states you can pass on the right as long as there are two through lanes. It's passing on a shoulder or using a turn lane to pass that's a problem.

Just last week drove through at least a couple states in the NE that have signs all over their interstates that say "No passing on right"

Was in Hawaii this past week and a half and there were signs everywhere on multi lane highways that said "Slower Traffic Keep Right"

Honestly - increasing signage and a public education campaign is the best way to deal with this issue. There are already enough traffic laws that are not getting enforced, what makes people think this is going to be any different?

Yeah, I believe in CT you need to have three lanes in your direction in order for passing on the right to be legal. Almost everywhere else two lanes is sufficient. Some states make distinctions between divided and non-divided highways.

Sure there is a reason, the person is lazy and/or can't handle navigating traffic. They wanna hop in the left lane set the cruise to 5 under so they don't have to deal with actually passing someone. It's super easy, you don't have to worry about merging traffic from the right.

There are plenty of folks on the road that can't really handle complex driving situations and this is how they deal with it.

I've always thought the same. No need to argue about whether the law applies to speeders, Barney fife's, etc. just start with changing the signs.
