Yeah, and some cities have merged with their surrounding counties. It's how you end up with cities like Indianapolis and Jacksonville, FL that have surprisingly large populations until you realize they've absorbed their suburbs.
Yeah, I see St Louis only has a population of 300K, which makes it sound very small, even compared to Raleigh's 450K. But this is only because Raleigh pushes it's city boundaries further out.

Yeah, that's another variation state to state. Many states like NC have unincorporated areas within their counties that cities and towns can annex to expand. Other states like NY completely subdivided their counties into cities and towns long ago, so cities can't expand their land area without the extra hurdle of absorbing/merging with another municipality.
Alaska does not have counties, they have boroughs and there are many parts of the state that are not part of a borough. The non-borough areas are just part of a census district. Anchorage is not part of a borough either but is it's own self ruled municipality.

Didn't know that about Alaska. Louisiana is the other oddball when it comes to "county" nomenclature. It uses parishes instead for its divisions.
