I've never understood the need for bottled water (especially when that water should be going to devastated areas that truly need it!)
I fill up the tub and then fill some pitchers with tap water. If I feel like that's not enough, I fill some gallon ziploc bags. I put a few in the freezer (a full freezer is less likely to thaw in the event of a power outage) and keep a few out for drinking. When the danger has passed, I can dump out the bags, turn them inside out to dry, and save them for the next storm.
This right here! I also keep a 55 gallon water drum with a spigot to have in case of emergencies.
The same reason people buy premade anything, what other reason? You may want to take the time to do that, others may not. No ones right or wrong. You want to spend time filling bags w water and draining and ice etc and other people want to slide their favorite water into the cart and be done. So what. I'm not referring to anything beyond convenience with regards to "the need for bottle water". Not getting into environmental impact of bottles vs reusable bags, etc etc.
As for supply to other areas, sure, but that implies a production challenge, which isn't the case here. If grandma in Alabama buys a case of water, that doesn't mean Fred in Houston gets one less case of water.
As people smarten up I see less and less fear-driven "oh my gosh I need to buy up all the water" hysteria happening, but maybe that's just my optimism.
It seems the packs of single serve water are first to go. Why not the 1-gallon containers? Usually under $1 per gallon vs. a few dollars for the single serve bottles. I have a number of containers I can fill up with water though I have bought gallons in the past. My total Irma prep -- nothing.
I don't buy bottled water for disaster prep or because I am afraid of my tap water. It's just a convenience, that simple. When I go to work, I will lug my refillable container. But when we go biking, shopping or travel it's just easier to bring bottled waters. I smash the bottles and recycle them. I pay $3 at Costco for some pack with 36 or 48ct. Why would I mess with ziploc bags or reused gallon jugs?? I don't care what's in those bottles, filtered spring or tap. They have zero off flavor, that's all I care about. I am never drinking water out of a bathtub.
And reusing ziplocs?? That's just silly, Imo.
And another thing, I already donated $ several times for Harvey and Irma. My $3 cases of water didn't impede my giving in any way.
Sprouts has all kinds of water in stock. They got Deer Park cases buy one get one free. A lot of retailers have been diverting their water supplies at their area warehouses to FL, preventing local locations from replenishing.

Maybe there is a reason you get a free case of Deer Park. Our grandson once told us Deer Park water tasted like mud. Just saying.
