Questions:

1. How is the drought doing as of right now? Any relief or sign of relief at all?

2. When you gather water in one of those rain barrels, what do you personally use that water for?

3. If you choose to use rain barrel water to water your lawn, wash your car, are you still subject to being fined? I was thinking of collecting water and then buying a pump to use the collected water to water my lawn and wash my car occasionally.

Greg Fishel answers your first question pretty well here:

Those Pesky Rainfall Deficits :: WRAL.com

But this is intesting as well: (Cary's watering ban expires in 2 weeks)

Recent Rains Could Lead to Fewer Water Restrictions :: WRAL.com (broken link)

We are still in a drought, but at least the lake levels are up.
Falls Lake = 249.37 this afternoon, top of the conservation pool is 251.5
Jordan Lake is full with rain on the way this evening.

You can use rain barrel water for anything you want.

2. When you gather water in one of those rain barrels, what do you personally use that water for?

I just bought a rain barrel. I plan to us the rain water to irrigate some new shrubs I plan to plant. I also plan on starting a small garden that I will water with the water I capture in my rain barrel.

3. If you choose to use rain barrel water to water your lawn, wash your car, are you still subject to being fined? I was thinking of collecting water and then buying a pump to use the collected water to water my lawn and wash my car occasionally.

No, water collected in rain barrels is not subject to water restrictions. You will not be fined for using it to irrigate landscaping or washing your car.
