I never saw a street gutter in MA. There were storm drains place in random locations on streets, but never gutters that led to drains that were built into the curbs like here.
There's no curb and gutter on my parents street in MA. Though I just went onto Google Maps and looked at the newer roadway projects in the area and they all have modern curb and gutter systems in them so it's probably just the fact that it wasn't standard practice whenever those roads/neighborhoods were first built.

Sounds like properties that were built before such items were required are not grandfathered. Sounds like the crap on city water bills.
