I've gotten several postal mails from Spectrum over the last couple months, asking that I sign up for $21.99/month, 2 year price lock, TV. It provides all the locals and I get to choose 10 more cable-only channels. Yes, I can choose from the ESPNs. Has anyone else gotten this offer?

I got that offer and think it is a bit expensive for how many channels you get.
If you bundle, you might get many more channels and reduce your internet / tv cost. Another option is something like DirecTV now. You can cancel at any time and you get 60+ channels instead of just 10 channels for $35 per month (including locals). You can have the app on your phone and tablet for watching TV on the go and then just cast it to your TV via Chromecast, FireTV stick, etc..
You could also do an antenna + Sling TV combo and Sling TV is only $20 per month for the most basic package which includes more than 10 channels.
If you only want 10 channels though + locals, Spectrum's deal might be a good option.
I'm really only after ESPN. And better reception than I currently get with my OTA antenna. Oh, and I have very slow internet which doesn't allow for streaming. (I'm grandfathered under a plan which is no longer offered and don't want to lose it. It's enough for me)

Then Spectrum's offer is probably a good option for you, especially if your internet isn't fast enough for streaming. I had the same problem with an OTA antenna on certain broadcast channels like Fox.
Whoa! They finally figured out a la carte offerings? I've long said the only thing that might lure me back to cable is being able to get the broadcast channels and just a small handful of channels I am interested (basically HGTV and Food Network). I might have to look into this.
Okay, nevermind. It's streaming, not cable.

Just to clarify, this is streaming, not actual cable TV. Not that it really matters (unless you have slow internet), but there's several other "sort of a-la-carte" streaming options out there, that may be better.
Okay, I dug the actual offer out of the recycle bin. A careful reading suggests that this is nothing more than their version of Hulu or Sling. It says "no cable box required". Well, then they must be using internet streaming, right?
Perhaps this is just a clever ruse to get me to upgrade my internet service since I'm pretty sure I don't have the speed to stream HDtv (my download speed is just shy of 3Mpbs).
Yes, Spectrum Choice is a streaming service. Access to on-demand content, but no DVR capabilities as far as I can tell. Limited app support for set-top boxes and sticks...no Apple TV, no Amazon Fire TV, no Chromecast.
