Yes, this traffic volume chart I'm looking at right now has "divided/undivided multi-lane" road listed on the chart (with additional adjustment factors for one-way roads). Divided Multi-Lane Roads = Two-Way Roads.
This is almost as confusing as when you're supposed to stop for a school bus in NC (I bet I just started a post storm with this comment).

Ha ha ha. Actually, the stopping for a school bus is very clear in the handbook. Unfortunately, too many never bothered to read it so they do what THEY think is right, which is usually wrong. LOL

NC law calls for nothing out of the ordinary. Some states like Ohio do not require opposite traffic to stop if the road is three or more lanes each way. NC has to have a median or some other barrier. Same as Texas. Note that turn lanes are not medians. This is really the only disconnect anyone should have.

Oh I've read it. Still get confused at times. I must be stupid I guess.

I don't think I called anyone stupid. It really is quite clear, but it's also stressful when you think you are doing the right thing and others aren't so it makes you wonder if you were wrong.
In railroad operations, you are to consider a possibly malfunctioning signal as the most restrictive indication it could display.
If you do this with a school bus, you will never get a citation or endanger a child.
