Orange County has UNC, Durham County has Duke, and Wake County has NC State. The last three universities are what gave RTP its start. Johnston County is not as well known for any university STEM or high tech programs. Thus, students in tech fields tend not to settle in Johnston County after they get their degrees, since they are more likely to already be living in Orange, Durham or Wake.
However, as more companies move to the outskirts of the triangle counties, places like Garner should become desirable for the better housing prices. The city politicians are no doubt trying to drum up more big business for their county and cities like Garner. Just being next door to "successful" counties like Wake should help move things along.
Garner is in Johnston County but parts of Johnston County have a Garner mailing address. The boundaries are screwy in the Cleveland area as you can drive down the road being in Garner then Johnston and back in Garner.
Johnston County came in at 58, while Pender County was 71st.
Johnston is the 58th fastest growing county in the country.
There are reasons why the difference. Much of it is probably cultural and what people are looking for. Parts of Johnston County are growing like crazy with new housing and pressuring the school system to provide seats.
Actually, it was the definition of "throwing the race card around". You made an unsubstantiated claim based on race.
Now, there are many SE Asians that avoid many areas of the Triangle and focus on Morrisville. Are they all racists?

I assume you meant to say "Garner is in Wake County, but parts of...". There may be some Garner mailing addresses in JoCo, but the entirety of the Garner town limits is located within Wake County. Post offices in NC often serve much larger areas than the city or town associated with the post office. Thats not the same as actual city limits.
True, but that hasn’t stopped Clayton from growing faster than Garner which, as others have already noted, is in Wake County.
I really believe the west Clayton boom could be the best thing to happen to Garner. Even Clayton’s events are continuously building steam... and they’re pulling in Wake Co attendees ... Can’t even recall the last time I’ve been to a Garner event .

BC is correct. Garner's boundaries (red in the below image) fall completely within Wake County:
