We are newer to the area and the concept of school assignments/base schools. If you have a lease at an apartment that is good through the last day of August in one school district, but close on a house in another school district in July/earlier in August, does this impact your base school? I would think not, as you have residency in the one school district when school starts (Aug 27th) however it seems a little iffy. Any insight is appreciated. Thanks!
What do you mean when you refer to "school district"? Wake County is its own district; if you are moving from one base school to the other, you can register at your new base school with a purchase contract. They will ask you for proof that you actually closed on the house, and the contract must have a closing date.
Same applies if you are actually changing districts and coming into WCPSS. But if you're leaving WCPSS and going to - say - Chapel Hill, you'll need to get advice from poppy dog or the school you are entering.
Sorry I wasn't clear - the terminology here is so different from where we moved. We want to buy a house in a particular hood but do not want to attend the assigned based school (of note, is not capped). If we close on this house before school starts, BUT, we still have our current apartment lease ongoing until end of August, I assume we can still attend our current school (not the one assigned to our new nhood). Hope this makes some sense! Thanks!

you will take your kids to the new school after you close, and register them there. Assuming it's not a capped school.
Either way, probably in everyone's interest for you to at least know you are coming once you pass due diligence.

you belong in the school assigned to your permanent address.
If your children are already attending (2017-2018) the current school you prefer, then you've received a "your child has been promoted" in that school.
And you are allowed to attend that preferred school NEXT YEAR. in 2019-2020, you shoul expect to go to your assigned school.

should those of us who have been here in our assigned schools for a year or 20 years approve of you gaming the system as a new resident?
No, you have to attend the school of the address where you live. And yes, they are strict about it and yes they will find out that you moved. Don't ask me how, but I've heard stories.
If you want to stay at the school where you're currently attending, and not the school in your new base, you'll have to apply for a transfer.

Yes.
As long as transportation is provided, they won’t usually make people switch kids during the school year, but they will expect the OP’s kid to attend their base school the next year unless the OP gets permission to have her child stay at the school.
That permission where they know you do not live in the base area usually lasts until the child moves up to the next level (elementary to middle, middle to high, etc).

It boils down to where your domicile is. Where are you intending to live indefinitely? That is where your domicile is , determines what your base school is, and is where your children will go to school. Having a temporary residence that was vacated before a student has even started school will not enable you to grandfather yourself into a school. If you like a school then the best move is to live in its base school boundary. The link below provides some helpful information and I hope it helps.
