Art is completely subjective. What is art to you may not be art to someone else, and vice versa. There is no one size fits all.
Hypothetically speaking, let's say the TOC Cultural Arts issued a grant to carve that oak stump in front of the Pasmore house into a giant Trump figure. Now we know that will never happen, but let's pretend for a moment here.

Still not my place to decide whether it's art or not (for anyone other than myself). The City can certainly put his portrait up in City Hall since he is the POTUS, so why not a carved oak stump?
BTW, I may not care for the subject, but kudos to anyone who can carve oak stumps into human likenesses! And bonus points if they can do the caricature version of Trump complete with toupee that flaps in the breeze. I'll donate extra for that!

It's art with a political influence. Big difference. Honestly any other president and nobody would blink an eye.
Some sculptures and tutus on trees are not politically influenced (as far as we know at least).

No, because its unwise to put a sculpture of a living person, for a lot of practical reasons. I'd feel the same way about Obama, Bush, Clinton, Bush 41, Carter, or even Ronald Reagan or Gerald Ford. Not because of politics, but because of relevance, they have no historical ties of note to the area.
Commissioning an artistic piece and commissioning an artistic likeness of an individual are very different.
I think they're great. If you're ever confused about what town you're in, you can just look for the tutus in trees, and know you are in Cary.
