The man in the article mentions carrying a gun when walking the dog. Does he think he can draw faster than a snake can strike? Or is he planning on shooting snakes at random?
If I had to guess, its more about eliminating them if he does see them. I don't know anyone that's delusional enough to think they'll quick-draw-McGraw and decapitate a snake mid strike.
Lots of people hold the opinion that the only good Copperhead, is a dead one. Especially if its in an area where kids or pets frequent.
I think the answer to that question might not be so simple. Obviously the best thing to do in the wild is to head the other way and leave the snake alone. But if it is threatening your pets or children? Taken up residence in your yard or home? A snake can and will out run you if they decide to. It being illegal to discharge a weapon is most cities around here makes it complicated.

I recently read a good idea for moving a snake in your yard. Use the hose, pointed in the direction you want the snake to move.
We get copperheads in our yard and driveway. We have killed some on occasion. But I like the water hose idea, and will do that next time.

A Garden hoe is the traditional method for in town snake decapitations.
The best prevention is a lawn devoid of brush and regularly mowed. An open yard is anathema to animals that are concerned about death from above (hawks.)

I am close to a PETA-level animal lover, but I do subscribe to the "only good copperhead is a dead one" school. The one you let go could be a pregnant female (or GET pregnant) and produce dozens more later. If they are in your neighborhood, shooing them a few years away just means you'll see them again.
Obviously, if you're out in the forest away from people's habitat and see one, leave it alone and get the ____ away from it.
