As I approach retirement, I find that I will not be able to afford my stylist on a fixed income. Can you recommend a stylist who works out of their home in the Raleigh area that is reasonably priced and taking new customers? Raleigh/Cary/Apex/Garner/Holly Springs ok.

Why does the stylist have to work out of their home?

Good question.

And, why is there an assumption that a home-based stylist is cheaper somehow?

Because, I had a stylist who ran a salon out of his home who was pretty much the same price as everyone else.

I still miss him, btw.

Is Morrisville OK? (Davis @ McCrimmon). She charges me $20 for a man's haircut and wash. I'm guessing that she charges more for new customers though.

Does Wake Tech offer a training program for beauticians? If so, check out their program to get your hair done by students.

Plenty of cheap places like Great Clips in the area. Most folks working there are not great IMHO but I’ve heard some happy customers. I’m curious what would be “reasonable price” exactly as this could mean different thing to different people...

There are other hair schools around here.

Here's the page for Mitchell's Hair Academy. Low prices, but you really don't know what you'll get with trainees.
