Again, this is merely pulled from the definition page and is how, for the purposes of the UDO, family is defined.

The city code is more vague:

Sec. 10-233 "...Family means one or more persons living together and having common housekeeping facilities."

In any event, contacting your councilman/woman would be the first course of action. But barring any code violation, I'm not sure there's much that can be done.

I don't think we've established whether the OP lives in an HOA community (if so I apologize) so that may be one other route to follow.
Do you think they just don't enforce zoning violations?

What specific code are they breaking?

I think it's at least worth asking your town council man/woman or just go on the CoD's website and email anyone from the Mayor to code enforcement. For the record I'd be concerned as you are but I just didn't see anything specific to that scenario.

Again, either read the code or contact a representative.

I asked the specific code, to which you reply "the code that zones the neighborhood as single family homes". That is not a "specific code".

Read up on how the city defines "family" and then follow the codes, and see if/how they apply to your neighborhood.

Or call your rep.
