SuperSod has Zoysia sod. They should be able to tell you where to get plugs.

Zoysia is very slow to spread (eg couple years or more). I have been very happy with TifTuf (bermuda). Very drought tolerant and spreads quickly.

But, I think the species of Zoysia is an important decision.
Mine is coarse, and there are much finer blades available.
I am thinking of getting Zenith. I would be curious to hear feedback from anyone that has gone this route. My lawn is part to full sun - it gets direct sunlight most of the day but some trees cover up spots at different times. But it sure as hell burns out the fescue

Try Super-Sod of Raleigh. They're located at the State Farmers Market and have samples on hand. You can look them over before buying, get advice, and then buy a yard or so of sod and make your own plugs. Now's the best time of the year to establish Zoysia.

It would be a lot cheaper and better to use fresh sod and purchase a plugger off Amazon to create your own.

Don't take this the wrong way but if your fescue lawn looks bad now, it's on you not the sun. We've had perfect weather for it.

Zenith zoysia is kinda the crabgrass of zoysia but it does perform well here. You will get six to eight months of good looking grass. It generally cannot be over seeded in the winter. There are some issues with thatching. It spreads fairly quickly and should repair itself.

Another benefit is if you share a lawn with your neighbor, it will spread into their lawn as well and give a more congruent scene.
