I would send him a certified letter saying an arborist came and evaluated the situation, determined the tree is most likely to fall on his master bedroom when/if it falls, and that you felt you had a moral obligation to inform him since he is increasing the likelihood it will fall.

Leave a place on the form asking for a signature releasing you from liability for death and serious injury. Don't expect him to sign it, but watch in amusement as he stops parking on your roots.

I'd talk to an arborist to determine the risks for the trees, and to come up with a plan to mitigate them-most likely building up dirt over roots for your neighbor to park on. I would then let your neighbor know you'd like to pay to have these mitigations sone on their property to protect your trees, if they are willing.
