Here is the city's website listing some of the affordable income-restricted housing: City of Raleigh | Affordable Rental Housing in Raleigh. Many of these fall under the Downtown Housing Improvement Corporation (DHIC).

And here is the Raleigh Housing Authority's website listing a few others: RHA Communities.

There are also income-restricted rentals offered by some management companies, which are usually rental homes rather than housing complexes.
