In my opinion, Stepford would be way more awful than Penrith. Why does the concept of Stepford have positive connotations??

I don't necessarily mean Stepford as an ideal, more as just the illusion of perfection, and the continued effort to look that way...which Penrith is not. I use Stepford more in the direct sense of what it looks like and aspires to be, not as to whether or not this really IS perfection (I happen to agree with you...)

I have a few friends who own homes in Penrith and really liked the location. I visited their homes several times, and liked the area as well. I was originally looking in there when purchasing a home, but couldn't find anything I really liked.
