Please help newbie with car stuff...
Is there someplace that shows all of the things you need to do plus timeline. (and where to do them)
Specifically for your car and driver's license:
What is the right order between:
- NC driver's license
- change insurance to be NC
- tags for NC
- inspection?
ie, do some of them require others to be done first?
any help would be appreciated.

1 - insurance
2 - license
3 - registration
4 - inspection
1 - over the phone, unless you have a local carrier and you need to then buy a new policy from a licensed NC insurer
2 - NC Drivers License office (Take test)
3 - NC License Plate Office (different than 2)
4 - Any full service gas station or mechanic - they will give you a sticker

Insurance when you are ready but must come first have the insurer provide you a DL 123 to take to the ncdl office.
License
You will have 30 days after residency to get your license. You will need proof of your residency like a phone , or utility bill etc for the other documents click here and your middle name on your SS card cannot be intial.

Tags registration
In the case of new residents, you must register your motor vehicle at the expiration of the time granted by reciprocity agreement between North Carolina and your prior state of residence (usually 30 days) or when gainful employment is accepted, whichever occurs first. NCDOT Division of Motor Vehicles: How do I title & register a vehicle?
The inspection requrements are changing this fall however between now and then you will need to do it the old way. Requirements and what they will check:
NCDOT Division of Motor Vehicles: Driver Handbook: Chapter 7
Google NC auto inspection, Your city and then choose one that you desire

Also, you need an original SS card to get your license (and for some reason, it can't be laminated)

My wife got her driver's license just yesterday and was issued it even though her middle initial was on her social security card, not her full middle name.
Edit: I did see today's N&O story; but hopefully, by the time I get my license later this month, they still won't be checking so closely in Orange County, so I'll be able to get a license without jumping through too many hoops. Get a SS card was a pain-in-the-neck enough.

Sneezcake and SunnyKayak are on the right path.
Having just gone through the process two weeks ago (we arrived in NC from CA June 1st) we studied up as we'd heard some of the questions are unique to driving in this part of the country and some of the laws are a bit different from what we were used to. M-Th and early are great times to go and MAKE AN APPOINTMENT. Those with appointments were processed with no more than a 3 minute wait!!! We had to stop by the bank's lockbox to get original SS card and didn't arrive until 10 am and waited about an hour.
Be prepared to fork over lots of cash dough if you are registering a vehicle from out of state. They don't accept credit cards but there should be an ATM machine.
We are awaiting our property tax bill on the two vehicles which arrives in the mail about 3-months later. Oh joy!
