I think that "traffic" here means it took you 10 minutes longer that day.

it cracks me up when I hear people talk about "traffic" in this area. "I40 is a nightmare"...I love it!!!

While I cannot offer much advice here, I can put this into perspective after living in DC and Philadelphia for years...traffic here is a Saturday morning drive there. 40 never seems to slow below 40mph with a few occasional stops, very rarely. As someone above said, if it takes you 30 minutes, in traffic it will take you 40. I LOVE the traffic here

True, but the original poster asked:

Is there a time/place when traffic consistently comes to a stand-still or travels less than, say, 30 mph?

It does, and I told him the 1 mile length of road where it does
