If you are in the City of Raleigh you can go here:
City of Raleigh | How To Make On-line Payments (http://www.raleigh-nc.org/portal/server.pt/gateway/PTARGS_0_0_306_202_0_43/http;/pt03/DIG_Web_Content/category/Resident/Payments/Cat-MCH-2005125-143142-How_To_Make_Online_Payme.html - broken link)
Or to one of these vets: PetData | City of Raleigh | Participating Veterinarians
If you are actually not inside the city limits, I don't think you need a license. Wake County had proposed one, but that proposal went away.

You can also go to the City of Raleigh office in Litchford Shopping Center on Litchford Road near the I-540 overpass.

cats
Cats, as of yet do not require a license in this state, only dogs need to be licensed due to rabies vaccine requirements. While cats are required to get the same vaccinations as dog, it is assumed (for no good reason) that they are less likely to survive an attack from a rabies vector and are therefore less likely to transmit the virus. Its transmitted through contact with saliva from a bite and dogs are more likely due to shear size and weight, survive an attack from a racoon or other vector. However, its my oppinion that cats can be a very tenacious and aggressive predator to these same small wild animals and should also be required to have a license! It is in the works but it probably wont pass anytime soon!
Please spay and neuter your pets!!! And always keep vaccines up to date! A rabies shot is 30 bucks....but if your pet is without one and gets attacked it gets put to sleep and its head is removed for rabies testing....Which would you prefer? Just a thought from a fellow pet lover and veterinary technician at NC State (ICU)

Ewww- gruesome! Imagine your loved one being beheaded! That should get a rise in vaccinations!

Pet license requirements aren't statewide -- they come from the city you are in. Cary also requires a cat license (or a dog one, if you have a dog). Pet Tags (http://www.townofcary.org/depts/fndept/pettag.htm - broken link)
It IS a state law that dogs AND cats over 4 months old get a rabies vaccine. NCVMA - Rabies Awareness (http://www.ncvma.org/home/pet/rabiesaw.html - broken link)
