Is there laws for rentals in NC (Aberdeen, Ellerbe: apartment, tenant)

I have a question, what are the laws for rentals here? I rented this off of craigslist and it's about the size of a shed, with a very small bathroom and I guess you would call it a closet. It has no kitchen, no stove, frig, or sink nothing. No smoke alarms. Can someone really rent this as a apartment. Don't get me wrong, I love small and cozy. But no way to cook or even clean up if you could. And 30 minutes from Aberdeen. Needless to say were in Ellerbe. OMG. Any suggestion.

Most of the laws for rentals would be county or town codes. I would suggest you contact either the town or the county to check. The town doesn't seem to have a web site, but the county does. Code Enforcement

Thank you so much for the info. I know you were just being kind not answer about it not being livable. I think what bothers me to is she lied knowing I was out of state.
