I wonder if some church group, or a, Habitat for Humanity" type project could improve this spotty, depressed area, and if the folks currently living there would then try to keep the homes looking nice? Is it truly a lack of money or the lack of concern that causes some of these neighborhoods to decline over time? Seems if the folks in these neighborhoods worked together, perhaps a lot could be accomplished - maybe if their local neighborhood church could gather the folks and monies to accomplish the cleanup and renovations?
Neighborhood churches would do well, in my opinion to help their congregations take pride in their communities. Money can be a factor, but there are ways to make a house more attractive, without having to spend a lot of money. Joining forces and pooling money for paint, landscaping, etc., I don't believe would be that costly for each individual. Maybe I am too optimistic. Again, the question would be, "If a house is given a face lift, will the folks living in it maintain it?
