From what I sort of recall reading (not a strong recollection, because the topic really doesn't interest me so much), at least some of these boxes may be simple black boxes that you stick between the wall and the TV which convert the digital cable signals into something your non-QAM-tuner-equipped TV can tune directly. Since there's no need for the user to interact with the box, it can be simpler, and so hopefully -- hopefully! -- it'll be more reliable than the current versions.

I am guessing they will have a "dumb" tuner at some point, but I have not seen them yet. My understanding of the current TWC technology is following a more IP type plan. That is the head end only sends the signal you need down the line to you to cut down on bandwidth issues that the HD expansion has created.
To go to an analog TV something has to decode that digital signal because the NTSC tuners cannot do that. I would imagine that with a ATSC tuner which handles digital decoding you could have a box that simpily requests the channel, makes sure you are authorized for it and then sends the raw digital signal to the tuner to the TV to be decoded.

Looks like they're no less greedy than TWC.
Beginning February 1, 2009, the monthly rates for the following services will be adjusted as outlined below. Please note, you may not be subscribing to all of these services:
* If you are currently being billed $5 a month for an additional AT&T U-verse non-DVR receiver, the new price will be $7 a month, per receiver.
* The Movie Package will increase from $15 to $20 per month.
* Paquete Español will increase from $10 to $15 per month.
