Exactly! I got my learner's permit in 25 minutes and I was done with my driving test + permanent driving license issuance in 29 minutes. Excellent staff (A grade and extremely professional), superb customer service and very short wait times. But I also need to mention that I went there at 9:00 a.m. for my learner's permit and at 8:00 a.m. for my road test. This is a 5-star DMV !!! Here's the address:

I had had enough with getting screamed at like a naughty three year old at the Raleigh DMVs so now I drive out to Wendell. The people are nice, the place isn't as busy, and no one screams at you.

Don't forget, you can go to any one in the state, not just your county. If I know I'm going to travel to/through a smaller county, I arrange to have it done there. Last time my license was up for renewal, I was headed to the beach a couple of weeks before, and stopped at the DMV in Kinston (which is hardly out of the way if you're headed down 70), and there was NO line; I just walked right up and got it done. In most parts of Raleigh, it might have been a couple of hours' wait.

All of the Durham DMVs are swamped during the periods that new students are coming in.
This past August/September I waited 2+ hours on 3 occasions to try to get my DL transferred to NC (by taking the written test.) (I left the first two times.)

You can make an appointment during these crazy seasons, though, and they will whiz you through.

If you look on the website there is also a mobile unit that goes to different places, different days of the week. It is parked downtown, for the ease of state employees i think, near the state govt complex every once in a while...Wednesdays I think? Using that one, I was in and out in 5 minutes.
