If you could guarantee its location at 1/2 mile from the development, I think it would actually increase your property value over time. If it's literally adjacent to 540, then that's another story!
My parents live about 1/2 Mile from 540 in North Raleigh (as the crow flies) and a little less than a mile from an interchange onto it. They are MUCH happier now that they have freeway access so close. Plus, the interest in their specific location increased almost immediately after 540 was completed. FWIW, they can't hear any noise from the highway at all.
In the end, I'd try to find out as much specifics as possible and then I'd try to recreate the sort of juxtaposition your property might have to 540 in the future by visiting neighborhoods with similar conditions elsewhere along the 540's route.

Thank you for all the feedback. I've talked to Garner planning and Johnston Cty planning and DOT - waiting on a call from DOT to confirm what some of the lines are on the Johnston Cty GIS map. We're trying to go back and look at the house tonight and see where that neighborhood ends and how close would it be.

They just put a house up for sale last week in our neighborhood: Sugarland Run. It's listed at 159,000. It's in a subdivision in Apex, which is near all the major medical centers. It looks cute, may need some updating.
