There has been a lot of disagreements between two nataries, about notarizing a vehicle title..... It is my understanding that "ONLY" the seller signature need me notarized. A teller at the bank, says that both seller and buyer signatures need to be notarized. I do not remember that being so, and have not found clarification in notary guidebook.

You are correct the notarization is there solely there to prove the owner of the car actually is the one signing it.
Banks don't sell cars just tell them to notarize the signature.

I actually went thru this LAST WEEK with a title for a boat trailer (value was $300). I went to first citizens with the blank title and they flat out refused to notarize it without the buyer's name and address on the title. After a lot of arguing, I finally put the buyer's information on the title and they notarized it. Guess what? Buyer changed his mind. Now I have his non refundable deposit but an unclean title that can't be transferred to anybody except the buyer who flaked.
Long phone calls with the NC title department ensued. Easiest solution was to file for a lost/duplicate title for twenty bucks. By mail only. NC will hold reissuing the title for 15 days then send me a new clean title.
I asked about the bank's ridiculous policy and was told by NC title depth that they WERE following the law, but admitted that many notaries don't. Their suggestion (and the one I'm likely to follow) is make the buyer go to the bank with me. PITA.

As the seller, can I notarize the title 1 month before the sale actually happens. In my state only the seller's signature has to be notarized.
Just be careful. If you lose the title or it's stolen someone can just fill it in. Akin to a blank check.
