No, the USPO does not "own" residential mailboxes. Rather its regulations limit what can be delivered to those mailboxes. If in doubt, read the regulations themselves.

They don't put the ads on or in our mailbox. They actually come up and put them on our doors/doorknobs. Bc of the way the outside part of our door is configured, over time, it actually wound up breaking the door fixture (bc of the way they had to firmly rubberband the mailers). Next guy's getting a gun waved in his face. How is it legal to trespass on someone's property (our house is set way back from the street) to put trash on their doors?
