I'm not absolutely sure on the date, but one rule of thumb is that if it was developed after 1999 then it is almost guaranteed to have an HOA. That's when the legislature passed a law saying that if there was common property then there must be an HOA.
So if it is developed earlier than 1999, the odds are better. Most of what has been listed so far is 30+ years old.
Good point. I don't think everyone realizes this. If you are looking or a non-HOA house you are pretty much eliminating new construction from consideration and need to look at homes in neighborhoods that are at least around 9-10 years old.
There are lots of individual homes in North Raleigh built alongside and outside of 'neighborhoods' that are HOA/restrictive covenant free. I am sure they exist elsewhere too - I am just not familiar with those roads so don't drive by them everyday.
Specifically, I am thinking of the homes that are along six forks, possum track, raven ridge, brassfield rd, norwood rd, etc etc -- they are homes that are built outside of a 'neighborhood'. But these folks still interact with their neighbors. <grin>
So I guess I have to ask the question - what are you looking for in a 'neighborhood' that you wouldn't get in a house outside of a cluster of homes marked with a sign?

These were culled from "Active" Listings and were all listed as having no dues.
Two showed "Optional HOA."

I don't understand why the restrictive covenants/HOA has to ban commercial vehicles. I'm looking for a house in a nice area of Raleigh, but it seems that most of them have restrictions. I'm very limited, I can't choose the house that I like (I don't like old houses). Are there HOA's that don't limit commercial vans?.
