Question FHA inspection Asheboro

Hiya all. I'm in NJ and looking to buy a home in Asheboro. I'm disabled and because of my income I can only get a FHA mortgage. I have my eye on my "dream home" but it may not pass FHA inspection because of a $100 problem with the back deck. Because the property is going into foreclosure the homeowners are not willing to do any repairs (even if I pay for it). I understand their positions...they're losing their home. Anyway, does anyone know if I can get FHA approval and fix the deck once I get there? I'm a first time buyer so I am not familiar with the whole process and with this added FHA problem, I'm not sure how to deal with the issue of the deck.
I truly love this house and would greatly love to be out of NJ BEFORE first snowfall. So, do I hire someone to go fix the deck before I even own the property...am I even allowed to do that? Can something be worked out so I can make the repairs after I own the home?
Anyone with any advice, suggestions, ideas...anything...I would be greatly appreciative!!

FHA is getting very picky due to the obvious recent issues. Have you looked into a HUD 203K loan? The 203K program is designed for rehabs but this might qualify. You can obtain 203K information at Rehab a Home W/Hud's 203k Rehab Program.
